This is what makes a policy a real published policy under R1, rather than a discretionary practice dressed up as one, and what makes a shared-area condition genuinely satisfy R3 rather than being enforced selectively. A policy is treated as discretionary if two guests presenting identical circumstances could receive different outcomes.
