A request that disappears into a manager's inbox with no answer and no reason is not a process. People are entitled to a timely, written decision.

Examples

Compliant Requests are answered within a stated window, and a refusal explains why in writing.
Not compliant Requests are 'looked at' indefinitely and refusals are verbal, vague and unrecorded.
