The organisation that sets the terms on which dogs may be brought to a workplace, and the party assessed and certified against the standard.

The organisation responsible for a place of work and for the terms on which employees may bring dogs to it. The employer is the party that applies for, is assessed for, and holds certification under this standard.
Certification is granted for a named workplace. An employer with multiple sites is assessed and certified per workplace, not in the abstract.
Roch Interpretation
The employer is responsible for the policy, the welfare provision within its control, and the protection of every person in the workplace. The dog's owner remains responsible for the dog.
