If stepping away to walk the dog is treated as slacking, the welfare provision is on paper only. The culture has to allow the breaks the dog needs.

Examples

Compliant Owners take short breaks to walk and settle their dog without it being held against them.
Not compliant Leaving your desk to let the dog out is logged as time off task.
