There are no partial outcomes, no gradations, no scores, and no conditional passes: meet every requirement and the outcome is a pass, miss one and it is Not Certified. This model governs the sibling Residence and Workplace standards. Hospitality, under the Roch Dog Friendly Standard, is graded from A+ to F rather than passed or failed.

Roch Interpretation
A pass or fail standard gives no partial credit. Hospitality is not one of them: a hotel is graded from A+ to F, and one that misses a minimum requirement is still certified and graded, with its grade capped at C rather than refused.
