Any dog-related charge materially higher than the genuine cost it represents, or structured to discourage dog ownership rather than recover real cost.

Such a charge is non-conformant, however it is labelled. (This replaces the earlier headline term "deterrent charge.")

Roch Interpretation

A charge priced well above its real cost, or built to quietly put dog owners off, is a ban in disguise. The label on it makes no difference.
