Reasonable Refusal

A refusal of a specific dog on specific, documented grounds such as an unsuitable home, a binding covenant, or proven behavioural risk.

A refusal of a specific dog on specific, documented grounds, such as the home being objectively unsuitable, a superior lease or covenant the provider must obey, or a demonstrated risk shown by that dog's behavioural history.

Refusal on grounds of breed, size, or appearance alone is not reasonable.

Roch Interpretation

A specific dog can be refused for a specific, documented reason. What cannot be done is refusing a dog purely for its breed, size, or looks.
